EUSTATIUS--A town hall meeting was held Monday following Dutch Prime Minister Mark Rutte formally apologising for the Netherlands’ role in the atrocities that were committed against enslaved people. A panel that included State Secretary of Finance Marnix van Rij, Government Commissioner Alida Francis and Island Commissioners Glenville Schmidt and Derick Simmons led discussions in a packed room at Mike van Putten Youth Centre/Lion’s Den.

 

 

 
 

 

 

 

 

 

Many people from all walks of life in St. Eustatius and from abroad gave their opinions and personal experiences with discrimination and racism they are still facing today in the Caribbean, Suriname and in the Netherlands itself. Geachte minister-president Rutte,

Ter nagedachtenis van onze strijdvaardige Afrikaanse voorouders die tegen Koloniale overheersing voor onze vrijheid hebben gestreden, brengen wij, UCF, D’HERO en vele ondersteunende belangenorganisaties u, uw kabinet en regering de volgende boodschap.

1. Het excuus (of bijzondere boodschap) voor het Nederlands slavernijverleden dat u vandaag, 19 december 2022, namens de Nederlandse Staat gaat uitspreken, zullen wij NIET accepteren. De reden voor het afwijzen van uw excuus wordt ingegeven door het volgende.
2. U, uw voorgaande en opeenvolgende kabinetten en regeringen hebben de nazaten van tot slaafgemaakten nooit als volwaardig burgers van onze samenleving gezien. Keer op keer schoffeert u zowel in uw beleid, wet- en regelgeving als openlijk in de media nazaten van tot slaafgemaakten en of burgers van Afrikaanse afkomst;
3. In 2001 is de slavernij en de slavenhandel (inclusief de trans-Atlantische slavenhandel) door de VN bestempeld als een misdaad tegen de menselijkheid. Wij brengen in herinnering dat de Nederlands Staat bij deze stemming tegen de resolutie heeft gestemd;
4. Uw kabinet (en regering) heeft vervolgens in 2011 geen uitvoering gegeven aan het VN "Internationaal jaar voor mensen van Afrikaanse afkomst" waarin de thema’s erkenning, rechtvaardigheid en ontwikkeling waren opgenomen.
5. Uw kabinet (en regering) heeft in het daaropvolgende VN "Internationaal decennium (2015 – 2024) voor mensen van Afrikaanse afkomst"2 met dezelfde thema’s en gedoopt tot de ‘Reparations Decade’ geen nationaal actieplan tot stand gebracht.
6. Uw kabinet (en regering) heeft onlangs nog in oktober 2022 (nog geen 2 maanden geleden!!) in Geneve tegen een VN resolutie gestemd tegen de trans-Atlantische slavenhandel, kolonisatie, wereldwijd racisme en discriminatie;
7. Uw kabinet (en regering) heeft nooit een inhoudelijke reactie gegeven op vragen van de Civil Society over het jaarlijkse gebruik van de Gouden Koets op Prinsjesdag. Ook de Koning heeft tot de dag van vandaag nooit op onze verzoeken gereageerd of formeel afstand genomen van de Gouden Koets;
8. Uw uitspraak in 2013 dat 'zwarte piet nu eenmaal zwart' is en de mededeling in juli 2020 dat uw kabinet niets ziet in Nederlandse excuses voor het slavernijverleden omdat het alleen maar polariserend zou werken, staat ondanks uw recente ommezwaai in ons geheugen gegrift;
9. Tot slot uw mededeling tijdens de wekelijkse persconferentie van vrijdag j.l. waarin u aangeeft dat het kabinet en de regering na het maken van excuses geen herstelbetalingen gaat overmaken voor het runnen van de meest misdadige onderneming in de Nederlandse geschiedenis.3 Dit is niet alleen de zoveelste schoffering van de nazaten van tot slaafgemaakten in ons land, uw kabinet en regering ontkennen hiermee ook diezelfde geschiedenis en de doorwerking daarvan in het heden;
10. Uw mededeling dat er geen herstelbetalingen in de vorm van betaling van achterstallig loon voor tot slaafgemaakten zal worden overgemaakt, is voor ons tevens het bewijs dat het op racisme gestoelde koloniaal handelen van uw voorgangers ook bij u, uw kabinet en regering ook volop in de genen zit.
11. Ook de voorbereiding in aanloop naar deze dag heeft overduidelijk laten zien dat uw kabinet en regering niet heeft begrepen waar het in dit dossier in essentie om draait: erkenning, rechtvaardigheid en ontwikkeling. Zo worden conclusies van nog lopende onderzoeken naar het slavernijverleden niet meegenomen, zal excuses worden gemaakt voor niet relevante groepen m.b.t. het slavernijverleden en ontbreken nazaten van de ware helden in de strijd op de lijst met genodigden in Nederland, de Republiek Suriname en de Caribische eilanden (Aruba, Bonaire, Curaçao, St. Maarten, St Eustatius en Saba).
12. Door het toepassen van de koloniale verdeel en heers technieken en het eveneens op koloniale wijze vaststellen van een datum, uitdrukkelijk tegen de wens van de direct betrokkenen in, laat niet alleen zien dat uw kabinet en regering de nazaten nog steeds respectloos behandeld maar ook dat uw kabinet en regering onvoldoende heeft geleerd van het slavernijverleden.

Gezien de respectloze behandeling die onze voorouders onder uw voorgangers hebben moeten ondergaan en de respectloze behandeling die wij als nazaten van tot slaafgemaakten vandaag de dag nog ondergaan, ook mede door het handelen van uw kabinet en regering, kunnen wij een eventueel uitgesproken excuus van de Nederlandse Staat vandaag onmogelijk accepteren. Het onder de huidige feiten en omstandigheden accepteren van uw excuses staat gelijk als verraad naar onze voorouders die tegen koloniale onderdrukking en voor onze vrijheid hebben gestreden en als verraad naar onze toekomstige generaties.

Wij hebben in de geest van Ubuntu met trots de nalatenschap van onze spirituele en moedige Afrikaanse voorouders aanvaard en het is onze morele plicht om hun strijd voort te zetten om zo de nalatenschap van onze voorouders, voor onze generatie en voor ons nageslacht te bewaren en te koesteren.

Dear Prime Minister Rutte,
 

Reaction to Prime Minister Rutte excuse,

In memory of our warrior Afrikan ancestors who fought against Colonial rule for our freedom, we, Ubuntu Connected Front D'HERO, Ubuntu Connected Front Caribbean and many supporting advocacy organizations bring to Prime Minister Rutte, your cabinet and government the following message.

1. We will NOT-accept the excuse (or special message) for the Dutch slavery past that you are going to pronounce on behalf of the Dutch State, December 19, 2022. The reason for rejecting your excuse is prompted by the following. 
2. Minister Rutte, HIS previous and successive cabinets and governments have never seen the descendants of enslaved people as full citizens of our society. Time and time again you insulted descendants of enslaved people and or citizens of Afrikan descent in your policies, laws and regulations as well as openly in the media; 
3. In 2001, slavery and the slave trade (including the transatlantic slave trade) was declared a crime against humanity by the UN and the same goes for the European Parliament. We recall that the State of the Netherlands voted against the resolution in this vote; 
4. Your cabinet (and government) subsequently failed to implement the UN "International Year for People of Afrikan Descent" in 2011, which included the themes of recognition, justice and development. 
5. Your cabinet (and government) did not establish a national action plan in the subsequent UN "International Decade (2015 – 2024) for people of African descent"2 with the same themes and baptized the 'Reparations Decade'. 
6. Your cabinet (and government) recently voted in Geneva in October 2022 (less than 2 months ago!!) against a UN resolution against the transatlantic slave trade, colonization, global racism and discrimination; 
7. Your cabinet (and government) has never given a substantive response to questions from the Civil Society about the annual use of the Golden Coach on Prinsjesdag. Even the King has never responded to our requests or formally distanced himself from the Golden Coach to this day; 
8. Your statement in 2013 that 'black pete is black' and the announcement in July 2020 that your cabinet sees nothing in Dutch apologies for the slavery past because it would only have a polarizing effect, are etched in our memory despite your recent U-turn;
9. Finally Minister Rutte announcement during the weekly press conference on Friday last. in which you indicate that after apologizing, the cabinet and the government will not transfer reparations for running the most criminal enterprise in Dutch history.3 Not only is this the umpteenth insult of the descendants of enslaved people in our country, the cabinet and government are also denying that same history and its impact in the present; 
10. Your statement that no reparations in the form of payment of arrears of wages for enslaved people will be paid is also proof to us that the racist colonial actions of your predecessors are also deeply rooted in your genes, your cabinet and government. 
11. The preparations leading up to this day have also clearly shown that the cabinet and government have not understood what this dossier is essentially about: recognition, justice and development. For example, conclusions of ongoing investigations into the slavery past will not be included, apologies will be made for irrelevant groups with regard to the slavery past, and descendants of the true heroes in the battle will not be included on the list of invitees in the Netherlands, the Republic of Suriname and the Caribbean islands ( Aruba, Bonaire, Curaçao, St. Maarten, St Eustatius and Saba). 
12. By applying the colonial divide and conquer techniques and also setting a date in a colonial manner, express against the wishes of those directly involved, not only shows that the cabinet and government still treat the descendants with disrespect, but also that your cabinet and government has not learned enough from the slavery past.
    

In view of the disrespectful treatment that our ancestors had to undergo under your predecessors and the disrespectful treatment that we as descendants of enslaved people still undergo today, also due to the actions of your cabinet and government, we can accept a possible pronounced apology from the Dutch State impossible to accept today. Accepting your apology under the current facts and circumstances is a betrayal to our ancestors who fought against colonial oppression and for our freedom and a betrayal to our future generations.

In the spirit of Ubuntu, we have proudly accepted the legacy of our spiritual and courageous Afrikan ancestors and it is our moral obligation to continue their struggle to preserve and preserve the legacy of our ancestors, for our generation and for posterity. to cherish.

‘Excuses voor het slavernijverleden zonder rechtsherstel zijn geen excuses’.

 

Geachte minister-president Rutte,

Ter nagedachtenis en ter ere van onze spirituele en moedige Afrikaanse voorouders die tegen
onderdrukking voor onze vrijheid hebben gestreden, vragen wij, UCF, D’HERO1 en de
Samenwerkings Alliantie Reparatory Justice[1], uw welwillende aandacht voor het volgende.

1. Eerder deze maand (d.d. 3 november j.l.) werd bekend dat het kabinet op korte termijn excuses zou maken voor het slavernijverleden. Een meerderheid van de Tweede Kamer heeft daar op aangedrongen na een reis van een Kamerdelegatie naar Suriname, Curaçao en Bonaire;
2. De afgelopen dagen berichtten diverse media over het voornemen van het kabinet om op maandag 19 december excuses te maken voor het Nederlandse slavernijverleden;
3. Volgens bronnen uit Den Haag zullen zeven leden van het kabinet naar Suriname en het Caribische deel van het Koninkrijk reizen waar zij toespraken zullen houden waarin ze namens de Staat der Nederlanden spijt zullen betuigen. De toespraken zullen allen op dezelfde dag in Nederland en in de voormalige koloniën die met slavernij te maken hebben gehad, worden uitgesproken;
4. Premier Rutte zal excuses maken in Nederland. Minister Weerwind (Rechtsbescherming) zal als nazaat van tot slaafgemaakten afreizen naar de Surinaamse hoofdstad Paramaribo;
5. Staatssecretaris Van der Burg (Asiel) gaat naar Aruba, minister Van Gennip (Sociale Zaken) naar Bonaire, staatssecretaris Van Huffelen (Koninkrijksrelaties) naar Curaçao, staatssecretaris Van Rij (Financiën) naar Sint-Eustatius, staatssecretaris Van Ooijen (Welzijn) naar Saba en minister Kuipers (Volksgezondheid) naar Sint-Maarten;
6.  De excuses gaan niet vergezeld met herstelbetalingen of directe financiële compensatie voor de nazaten van tot slaafgemaakten;
7. Ondanks dat de inhoud van bovenstaande berichten (nog) niet door het kabinet is bevestigd, is het voornemen van de regering en het kabinet om na bijna 150 jaar excuses te gaan maken voor het Nederlandse slavernijverleden op zichzelf een mooi gebaar;
8. Onze dank gaat in eerste instantie uit naar alle personen en organisaties die zich de afgelopen jaren in het kader van het slavernijdossier en het maken van excuses hebben ingezet en voor allen die geen twijfel hadden dat dit moment zich zou aandienen;
9. Gelet op deze ontwikkelingen brengen wij namens UCF, D’HERO en de Samenwerkings Alliantie Reparatory Justice in herinnering dat Nederland een lange geschiedenis heeft van Afrofobie (anti zwart racisme), kolonialisme, slavernij en het anderszins onderdrukken van Afrikanen en burgers van Afrikaanse afkomst;
10. Wij onderschrijven dat slavernij en de slavenhandel (inclusief de trans-Atlantische slavenhandel) in 2001 door de VN zijn bestempeld als een misdaad tegen de menselijkheid;
11. Wij wijzen op de omstandigheid dat de racistische ideeën die ten grondslag lagen aan de slavernij en de discriminatie die kenmerkend was voor de slavernij, ook vandaag de dag nog volop terug te zien is in de samenleving;
12.  Wij benadrukken dat zonder herstelmaatregelen waaronder uitdrukkelijk ook herstelbetalingen de vandaag de dag nog steeds aanwezige negatieve gevolgen van het kolonialisme en de trans-Atlantische slavernij voor met name burgers van Afrikaanse afkomst, voort zullen blijven bestaan;
13. Wij benadrukken dat het maken van excuses voor het Nederlandse slavernijverleden slechts waarde heeft wanneer die onvoorwaardelijk (zonder beperkingen voor rechtsherstel) wordt uitgesproken. Excuses zonder ethisch, historisch, educatief, financieel, sociaaleconomisch of cultureel rechtsherstel zijn geen excuses, zeker wanneer in aanmerking wordt genomen dat de negatieve effecten van dat slavernijverleden vandaag de dag nog steeds doorwerken in de Nederlandse samenleving, het Caribisch gebied (Aruba, Bonaire, Curaçao, St. Maarten, St Eustatius en Saba) en de Republiek Suriname’.
14. Wij wijzen de huidige regering en het kabinet op het feit dat zij, ondanks dat zij jarenlang op de noodzaak van rechtsherstel zijn gewezen, mede verantwoordelijk zijn voor het laten voortduren van de doorwerking van verschillende negatieve effecten van het slavernijverleden in het heden;
15. Wij wijzen de regering en het kabinet graag op andere zaken die het succesvol maken van excuses in dit stadium in de weg staan zoals herstelmaatregelen (waaronder betalingen), de plaatsen-delict, de rol van het huidige kabinet, de rol van de minister-president, de positie en eventuele rol van de Koning, de voorgestelde rol van minister Weerwind als nazaat van een tot slaafgemaakte, de doorwerking van het slavernijverleden etc.;
16. Wij zijn ons terdege bewust dat dit niet het moment is om uitvoerig in te gaan op de complexiteit, de onderliggende problemen en de mogelijke oplossingen van het maken van onvoorwaardelijke excuses voor het Nederlands slavernijverleden;
17. Wij gaan er vanuit dat indien zoals uit de berichten blijkt u als lid van de regering en het kabinet voornemens bent om op 19 december 2022 excuses te maken voor het Nederlands slavernijverleden u dat succesvol wenst te doen. Om dit te bewerkstelligen hebben wij proberen duidelijk te maken dat de regering en het kabinet meer tijd zal moeten uittrekken om het voornemen tot excuses voor alle betrokkenen in de geest van Ubuntu tot een succes te laten zijn.

‘Apologies for the slavery past without reparatory justice are no apologies.’

Dear Prime Minister Rutte, 

In memory and honor of our spiritual and courageous African ancestors who fought against oppression for our freedom, we, UCF, D'HERO  and the Reparatory Justice Cooperative Alliance [1], request your kind attention to the following.

1. Earlier this month (d.d. 3 November 2019) it was announced that the cabinet would soon apologize for the slavery past. A majority of the House of Representatives has insisted on this after a visit by a parliamentary delegation to Suriname, Curaçao and Bonaire; 
2. In recent days, various media have reported on the intention of the cabinet to apologize for the Dutch slavery past on Monday 19 December; 
3. According to sources from The Hague, seven members of the cabinet will travel to Suriname and the Caribbean part of the Kingdom where they will give speeches in which they will express regret on behalf of the State of the Netherlands. The speeches will all be delivered on the same day in the Netherlands and in the former colonies that had to deal with slavery; 
4. Prime Minister Rutte will apologize in the Netherlands. Minister Weerwind (Legal Protection) will travel to the Surinamese capital Paramaribo as a descendant of enslaved people; 
5. State Secretary Van der Burg (Asylum) goes to Aruba, Minister Van Gennip (Social Affairs) to Bonaire, State Secretary Van Huffelen (Kingdom Relations) to Curaçao, State Secretary Van Rij (Finance) to St. Eustatius, State Secretary Van Ooijen (Welfare) to Saba and Minister Kuipers (Public Health) to Sint Maarten; 
6. The apologies are not accompanied by reparations or direct financial compensation for the descendants of enslaved people; 
7. Despite the fact that the content of the above messages has not (yet) been confirmed by the cabinet, the intention of the government and the cabinet to apologize for the Dutch slavery past after almost 150 years is in itself a good gesture; 
8. Our thanks go in the first place to all persons and organizations who have committed themselves in recent years in the context of the slavery file and making excuses and to all who had no doubt that this moment would arrive;
9. In view of these developments, we recall on behalf of UCF, D'HERO and the Reparatory Justice Cooperation Alliance that the Netherlands has a long history of Afro phobia (anti-black racism), colonialism, slavery and the otherwise oppression of Africans and citizens of African descent; 
10. We agree that slavery and the slave trade (including the trans-Atlantic slave trade) were declared a crime against humanity by the UN in 2001; 
11. We point to the fact that the racist ideas that underlie slavery and the discrimination that characterized slavery can still be seen in society today; 
12. We emphasize that without remedial measures, which explicitly include reparations, the negative consequences of colonialism and transatlantic slavery, which are still present today, in particular for citizens of African descent, will continue to exist;
13. We emphasize that apologies for the Dutch slavery past are only of value if they are expressed unconditionally (without restrictions on reparatory justice). Apologies without ethical, historical, educational, financial, socio-economic or cultural reparation are no apologies, especially when it is taken into account that the negative effects of that slavery past are still felt today in Dutch society, the Caribbean (Aruba, Bonaire, Curaçao, St. Maarten, St. Eustatius and Saba) and the Republic of Suriname. 
14. We point out to the current government and cabinet that, despite the fact that they have been made aware of the need for legal reparatory justice for many years, they are partly responsible for allowing the various negative effects of the slavery past to continue to have an effect in the present; 
15. We would like to point out to the government and cabinet that other matters that stand in the way of successful apologies at this stage, such as remedial measures (including payments), the crime scenes, the role of the current cabinet, the role of the prime minister, the position and possible role of the Koning, the proposed role of Minister Weerwind as the descendant of an enslaved person, the impact of the slavery past, etc.; 
16. We are well aware that this is not the time to delve into the complexities, underlying problems and possible solutions of making unconditional excuses for the Dutch slavery past; 
17. We assume that if, as appears from the messages, you as a member of the government and cabinet intend to apologize for the Dutch slavery past on December 19, 2022, you wish to do so successfully. In order to achieve this, we have tried to make it clear that the government and cabinet will have to take more time to make the intention of apologizing for all involved in the spirit of Ubuntu a success.
